Regulations on Safe Transportation of Lithium Batteries

  • 1. The type of lithium battery must satisfy the requirements specified for each test in Section 38.3, Part III, of the UN Manual of Tests and Criteria.

     

    2. Allowed portable electronic devices (including medical devices) containing lithium batteries and spare lithium batteries:
    Passengers are permitted to bring on board the aircraft portable electronic devices (including medical devices) such as cameras, mobile phones, laptops, tablets containing lithium metal or lithium alloy batteries with a lithium content not exceeding 2 grams or lithium-ion batteries or battery packs with a rated energy not exceeding 100 Wh, as well as spare lithium batteries.
    A maximum of 15 portable electronic devices and 20 spare lithium batteries of this type may be brought on board per passenger.
    It is strictly prohibited to place spare lithium batteries in checked-in baggage.
    Power banks are considered spare lithium batteries and are strictly prohibited from being placed in checked-in baggage.

     

    3. Restricted portable electronic devices (including medical devices) containing lithium batteries and spare lithium batteries:
    Passengers must receive approval from the airline to carry on portable electronic devices (including medical devices) containing lithium metal or lithium alloy batteries with a lithium content exceeding 2 grams but not exceeding 8 grams or lithium-ion batteries with a rated energy exceeding 100 Wh but not exceeding 160 Wh.
    A maximum of two spare lithium batteries for portable electronic devices of this type may be carried on board per passenger and are prohibited from being placed in checked-in baggage.

     

    4. Prohibited lithium batteries:
    It is prohibited to bring on board or in checked-in baggage large lithium batteries or electronic devices containing lithium metal or lithium alloy batteries with a lithium content exceeding 8 grams or lithium-ion batteries with a rated energy exceeding 160 Wh. This also applies to lithium battery-driven electric scooters (except for wheelchairs equipped with lithium-ion batteries, subject to specific regulations outlined in China Eastern Airlines' Information for Passengers with Wheelchairs).

     

    5. Protective measures for lithium batteries:
    ① Electronic devices containing lithium batteries must be turned off (not left in sleep or hibernation mode), and the device must be protected to prevent damage and accidental activation.
    ② Spare lithium batteries must be kept separate to protect against short circuiting (batteries should be placed in the original retail package or otherwise have their electrodes insulated, for example, attaching tape to the exposed electrodes or putting each battery in a separate plastic bag or protective case).

     

    6. Wheelchairs powered by lithium batteries:
    The lithium batteries must satisfy the requirements specified for each test in Section 38.3, Part III, of the UN Manual of Tests and Criteria.
    If the design of the wheelchair allows for it, passengers must remove the battery and bring it on board. The rated watt-hour value for each battery must not exceed 300 Wh.
    Each passenger may carry one spare lithium battery with a rated energy of no more than 300 Wh or two spare lithium batteries with a rated energy of no more than 160 Wh each.
    Spares and lithium batteries removed from their device must be individually packaged to prevent damage (for example, by placing each battery in a protective bag).

     

    7. Electronic cigarettes containing lithium batteries:
    Electronic cigarettes containing lithium batteries are permitted for transport in carry-on baggage only and may not be charged on the aircraft. Additional measures must also be taken to prevent their accidental activation.

     

    8. Baggage containing lithium batteries:
    Baggage containing lithium batteries with a lithium metal content exceeding 0.3 grams or a rated energy exceeding 2.7 Wh:
    ① If the baggage is checked-in, the lithium battery must be removed and carried on board; or
    ② The baggage must be carried on board.
    ③ Baggage with a lithium battery that cannot be removed exceeding the above limits is prohibited from being carried.

     

    9. Special requirements for passengers carrying power banks and e-cigarettes on flights to/from South Korea:
    The regulations of the Ministry of Land, Infrastructure and Transport of South Korea prohibit placing power banks and electronic cigarettes in the overhead bins and charging the devices on board on flights to/from South Korea.
