Information for Air Transportation of Small Animals
I. Who we serve:
We are committed to providing the necessary transportation services for passengers traveling with small animals (family cats, dogs, birds, and other domestic animals kept as pets).
II. Applicable Routes:
1. The service is only applicable to direct flights operated by China Eastern Airlines and Shanghai Airlines with China Eastern and Shanghai Airlines flight numbers.
2. Aircraft types without oxygen cabins cannot carry small animals, and there may be temporary changes in aircraft types. Please refer to the airport inquiry results on the day of departure.
3. If the weather forecast calls for the local temperature to be below minus 12 degrees Celsius (inclusive) or above 30 degrees Celsius (inclusive) (for details, please refer to the weather forecast on the day of departure published on the website the China Meteorological Administration on the day when the passenger applies for this service. For flights departing from overseas, please refer to the weather forecast published on the website of the local meteorological agency) at any waypoint during the transportation of small animals, they will not be allowed to be checked.

VIII. Other Requirements:
(1) The total weight for each small animal and its container (including food and water) must not exceed 32 kilograms (kg).
(2) The specific requirements for pet carriers for small animals are as follows:
1) The carrier must be developed specifically for air transportation and made of sturdy material with a fixed top and vents on at least three sides. The door of the carrier must be equipped with a lock of solid metal. The animal should not be able to open the closed door itself (see Figure-1).

2) The carrier vents should be made of metal and securely mounted (see Figure-2). Vents made of a material other than metal must be circular or of another shape.

3) All carrier components (nuts, latches, rivets, locks, and so on) must be sturdy and of good quality.
4) Pet carriers should have raised edges or handles to ensure they can be moved easily during sorting and loading.
5) The bottom of the pet carrier should be sturdy and fixed to a flat surface to prevent sliding. Pet carriers with wheels must have the wheels fixed or removed in advance to ensure that the pet carrier does not slide during transportation.
6) The size of the pet carrier must conform to the Live Animal Regulations set by the International Air Transport Association (IATA) and ensure there is sufficient space for the small animal to freely stand or sit down, turn around, and lie down in a normal position (see Figure-3).

7) Must ensure air circulation to prevent the small animal from suffocating.
8) Must prevent feces from overflowing and contaminating the aircraft, on-board equipment, and other items. The interior of the pet carrier must be lined with absorbent pads. Items containing toxic substances (such as newspapers and so on) may not be used as absorbent pads.
9) Each pet carrier may contain one small animal only.
10) Must be equipped with drinkers for flights on long-haul routes (more than 6 hours).
(3) Pet carriers must be packed as follows:
1) Both sides of the lock must be reinforced with self-locking nylon cable ties (see Figure-4) and secured. Cable ties should be greater than 3.6 × 100 mm (width × length) (see Figure-5).

2) The pet carrier must be equipped with a nylon protective net. The size of the mesh holes on the net cover should be less than that of the animal's head, and the diameter of the rope should exceed 2 mm; the protective net must be fastened securely, and the tie head should be placed away from the carrier door and not affect the placement of the carrier. Ensure that the protective net is not damaged during collection and transportation.
3) When packing straps are used, they should be applied on the outer layer of the protective net: for medium-sized pet carriers (volume greater than or equal to 81 × 55 × 58 cm and less than 91 × 60 × 66 cm), top and bottom surfaces should be tied with at least 2 turns horizontally and vertically to form a tic-tac-toe frame; for large pet carriers (volume greater than or equal to 91 × 60 × 66 cm), top and bottom surfaces should be tied with at least 3 turns horizontally and vertically. The packing straps should be evenly distributed. The sides of the pet carrier are not packed horizontally to avoid disturbing the small animals when the pet carrier is turned over during packing. The packing straps on the sides must be vertical and parallel. The packing strap must pass through the mesh hole on the pet carrier door grid and the protective grid, in one mesh hole and out the next at even intervals, securely fastening the door, pet carrier body, and protective net bag together. At the same time, use self-locking nylon cable ties to secure the packing strap and pet carrier door (see Figure-6).

4) Small animals and carriers exceeding the allowable size for checked baggage (the sum of the lengths of the three sides exceeds 203 cm) cannot be checked as baggage, in which case passengers are advised to engage an independent freight transporter.
(4) Passengers are not allowed to carry small animals into the passenger cabin: They must be transported in the cargo cabin. Passengers bear full responsibility for small animals checked. China Eastern does not bear any responsibility for the injury, illness, escape, or death of small animals under normal transportation conditions.
(5) The value declaration service does not apply to the transportation of small animals.
(6) Any of the following circumstances may be considered sufficient to refuse to transport small animals:
1) The flight is traveling a long-haul route with no stops, or the cargo cabin of the aircraft is not suitable for transporting small animals.
2) The pet carrier does not comply with the provisions of item 2 of this article.
3) The small animal is pregnant or due to give birth within 48 hours of the flight.
4) The small animal is less than 6 months old.
5) Dogs or cats with flat noses, aggressive dogs, dogs that are particularly sensitive to high-temperature, high-altitude environments, and other small animals that are not suitable for air transportation or whose safe transportation cannot be ensured by China Eastern based on its own conditions. Including but not limited to: terriers, affenpinschers, boxers, bulldogs, spaniels, mastiffs, pugs, American Staffordshire terriers, American pit bull terriers, Boston terriers, Brussels Griffon dogs, English cocker spaniels, English toy spaniels, Cavalier King Charles Spaniels, King Charles Spaniels, bullmastiffs, Lhasa apsos, American bully pitbulls, Yankee dogs, Pekingese, Chow Chows, Japanese Chin dogs, Dogue de Bordeaux, Chinese Shar pei dogs, Shih Tzu dogs, Dogo Argentinos, Samoyed dogs, fighting dogs, American pit bull terriers, Tosa inus, Brazilian mastiffs and their hybrids, Burmese cats, Himalayan cats, Persian cats, exotic shorthair cats, British shorthair cats, and so on.
6) On the day the small animal is actually transported, the temperature (minimum or maximum) at any waypoint during transportation is below minus 12 degrees Celsius (inclusive) or above 30 degrees Celsius (inclusive).
(7) The following types of pet carriers are not allowed for small animals to be checked:
1) Pet carriers consisting entirely of welded wire mesh (see Figure-7).

6) Pet carriers of soft materials or with ventilation grids of soft plastic (how to judge: an obvious indent remains when you press it with your hand).
Announcement No. 5 [2019] of the General Administration of Customs of the People's Republic of China, Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China, proposed new quarantine regulations for pets entering the country from various airports. The new regulations came into effect on May 1, 2019. For this reason, China Eastern would like to remind you:
(1) Pets that can be brought into the country are limited to dogs or cats (including service dogs accompanying disabled people), with each individual allowed to carry only one pet at a time.
(2) When bringing pets into China, you must provide Chinese Customs with a valid quarantine certificate and rabies vaccination certificate issued by the official animal quarantine agency of the exporting country or region.
(3) Pets must have electronic chips that conform to ISO 11784 and ISO 11785 international standards. The 15-digit microchip code may only consist of numbers and must be capable of being read by a reader. If the chip does not comply with the standards, you shall be required to provide your own reader for the implanted chip.
(4) Pets entering the country must quarantine for 30 days in a quarantine site designated by China Customs. Exceptions apply for pets in the following circumstances:
a. Pets are entering from one of these 19 designated countries or territories: New Zealand, Australia, Fiji, French Polynesia, Hawaii (United States), Guam (United States), Jamaica, Iceland, United Kingdom, Ireland, Liechtenstein, Cyprus, Portugal, Sweden, Switzerland, Japan, Singapore, Hong Kong (China), or Macao (China), have a valid electronic chip, and pass on-site quarantine.
b. Pets are entering from non-designated countries or territories (i.e. all countries and regions other than designated countries or regions), have a valid electronic chip and rabies antibody test report issued by an accredited laboratory (antibody titer or immune antibody level must be above 0.5 IU/ml), and pass on-site quarantine.
c. Guide dogs, hearing dogs or search and rescue dogs that have valid electronic chips, pass on-site quarantine and for which the person bringing the pet is able to provide relevant user certificates and professional training certificates.
(5) Pets that need to be quarantined must enter through ports with quarantine facilities. The list of ports with quarantine facilities is published and promptly updated on the official website of the General Administration of Customs of the People's Republic of China. As of the date of implementation of the new regulations, ports with quarantine facilities are as follows:

(6) China Eastern shall not be held liable if a pet is repatriated or destroyed within a certain period of time by Customs due to the pet having entered the country other than in accordance with the above regulations.
(7) For more information about quarantine requirements, please visit the official website of the General Administration of Customs of China at http://www.customs.gov.cn and read the announcement No. 5 [2019] of the General Administration of Customs of the People's Republic of China, Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China.
3. Only one small animal can be checked per passenger per flight.
4. A fee will be charged at the airport depending on the weight of the animal, container, and food in accordance with excess baggage and other relevant regulations.
5. Passengers desiring this service must submit their request when making a seat reservation and obtain the prior consent of China Eastern Airlines.
IX. Reminders:
1. Passengers who have booked air transportation for a small animal and would like to make a change to a flight or date or cancel the service are asked to contact 95530 at least 48 hours before the flight is scheduled to depart. Individuals still in need of this service following a change to the ticket are asked to follow application procedures to re-apply for the service.
2. In the event an application for air transportation for a small animal is approved, but unfavorable temperatures on the actual day of transportation make the service impossible, passengers are asked to contact 95530 to request a ticket refund or change before takeoff. Passengers who have already arrived at the airport must obtain a statement issued by the on-site staff of China Eastern Airlines before requesting a refund or change.
3. China Eastern Airlines and Shanghai Airlines will confirm the application for the flight departure date and contact the applicant (09:00-19:00). Please keep your phone available after making the application. We will reach out to you as soon as possible. If you do not receive a confirmation call or text message from China Eastern Airlines within 4 hours of submitting your application (during working hours), it may indicate that your application failed to be submitted due to network errors or system delays. Please try again or call 95530.
4. Once your application has been submitted online, China Eastern Airlines will be deemed to have received it, though it will still be subject to approval. Your requested flight may be limited by capacity, lack of available seats, or insufficient airport support. In this case, we will contact you to provide you with other options for flight or date. The success of your application is subject to our final approval.
